Remove the object of policy enforcement

Currently some of APIs policy enforce with object, some of APIs are not. There
isn't a decision for this before due to we didn't have a clear use-case for this.
For now, we want to enable policy discoverable feature, the policy discovery API depends on
the authorization is per-resource or just role based. For simple the model of policy discovery API,
