deprecate filters that can be replaced by placment

this blueprint tracks deprecating and removing filter that can be reimplemented as placement prefilters or already have been.
For example the functionality of the Availability zone filter has been already replaced with query_placement
schduler option however its disabled by default. we should enable the placement prefilter by default and deprecate the az post filter for eventural removal.
