Remove nova-consoleauth
The consoleauth service has been deprecated since Rocky in favour of storing tokens in the database. It's tech debt that can and should be cleaned up. Time to remove it.

From the ML thread [1] it sounds like TripleO and OpenStackAnsible are already done, there are changes up for Kolla and Puppet as well, so it seems like this is OK to do now in Train. +1 from me.
