Configuration ratio of resource virtualization in each compute nodes
We can configure the virtual ratio of resource where filter scheduler.
However, there are times that we would like to set up the ratio of virtual resource in specific compute node.
we cannot configure for each nodes using 'cpu_allocation
Adding ratio column in compute nodes tables, and adding nova command which we can update the ratio value.
Therefore, we could configure ratio of vcpus and memories in specific host more dynamically.
