Indicates when a quota is being approached

This blueprint adds the way to indicate when a quota for a specific resource is being approached.

To achieve this a "quota approached indicator" (QAI) has t be created for each resource that when it is reached an warning message will be generated to notify the user who is operating that the quota is close to be reached,

The QAI will be created as an extra parameter when a quota is updated for a certain user/project and by default it will be opt-out.

When the QAI is reached a notification will be sent. After that the admins will be able to see which users are close to reach their quotas and take decisions based on that.
