Use the fastest mirror of Python Package Index to install package in virtualenv

In install_venv.py, pip gets packages from pypi.python.org whose response is very slow for China or maybe Asia users.
It often raises time out error when install or upgrade venv.
A few days ago, Tsinghua University created a mirror of pypi in Beijing.
It's a good news for stackers near East Asia.
