Provide telnet serial port for instance before it starts

User could specify the serial type(telnet or file) by two paths:config file and flavor.
Instance's serial port would be allocated as soon as possible, before the virtual machine starts, in order to provide interface for the debug of the virtual machine.
Instance's serial type and serial port would be recorded in DB.
