Move powervm specific options into powervm group

Like other hyprervisors, PowerVM driver need itself group in configuration file. That is more readable. This patche moves powervm specif flags into new section [powervm], and add deprecated names and groups, we can continue use old names and groups. We can remove the deprecated names and groups in next release.
