Power off a VM for powering on later with same network settings

Add VM action as an extensions
When we power off the VM, vm_state goes vm_states.POWER_OFF ( which is newly defined )
Instance wil be destroyed such as virsh destroy and unplugged.
however instance directory is not destroyed, and we can plug same network settings.
