Policy & Constraint Based Scheduler

Enhance the Nova schedule by creating a policy & constraint based plugin that allows for more sophisticated sheduling decisions. This plugin will start with metrics (cpu requirements, memory requirements, storage requirements, security and attestation requirements, ...) that describe a workload. These metrics will be compared against policies and constraints embodied in the Nova data base to identify the most appropriate node that will then be scheduled to run that workload.

I think this has pretty much been implemented in general with the filtering scheduler. Marking deferred for now. If there is no feedback on it I will mark it obsolete. --Vish
