Pluggable scheduler reporting

Reporting compute node information to the Scheduler is currently done using the SchedulerClient interface.
This blueprint / spec aims to move the reporting of compute node information to a pluggable interface. This would allow the compute nodes to pass compute node information to the scheduler via a variety of methods possibly including zookeeper.
