Periodically load conf

As an OpenStack administrator, I would like to change some configurations without restart the service.
This bp proposed to add periodic task to load the nova.conf periodically for nova-compute and nova-scheduler.
Seems Wsgi Service has no such requirement and service like nova-cert and nova-console does not have many configurations.
