Add 'passthrough' namespace in flavor's extra_specs

Nowadays it's not possible to passdown a specific information on the Nova
flavor to the Ironic driver without being mandadory used in node matching.
This spec proposes the addition of the 'passthrough' namespace on flavor's
extra_specs to be used in such a way.
