when nova scheduler a list of instances, if any of them can't be scheduled then all the instances in the list will be set as scheduled failed.
In practically, user may want a try best schedule, which partial schedule is acceptable.
For example, user will boot 100 instances at one time, and only 90 of them scheduled successfully,
if nova support partial schedule, the user will only need boot 10 instance in next try.
