Openstack Fine-grained Feature Control

It's been requested that the Openstack API provide way of configuring exactly what features are exposed and accessible. I propose the default be a fully enabled API with manual blacklisting of specific Openstack functionality rather than fully disabled with whitelisting. For example, we may want to disable snapshot creation via images/ but still allow all other functionality.
It's possible we may want to tie this into an authorization mechanism by user in the API.
