Openstack API 1.1 Finalization

We need to finalize what 1.1 will look like as discussed in this thread: https://lists.launchpad.net/openstack/msg01642.html. This should be done in the context of another blueprint: https://blueprints.launchpad.net/nova/+spec/api-defintion-process. Coming out of this discussion, we should have a clear understanding of what this API looks like in diablo, especially from the standpoint of the response and request formats. During this discussion it may be interesting to note that 1.1 is mostly implemented as per the spec: http://docs.openstack.org/openstack-compute/developer/content/.
