Auto remove garbage data(kvm, volume, network ip)

When deploy Nova environment, For many reason, Number of error instance was grow.
It caused lack of fixed_ip, waste compute node's resource, and waste volume node's space.
So this blueprint should remove garbage data on the basis of nova database.
