Schedule instance on the same host as its volume

For volume backends like LVM, where data locality is important to reach maximum performance, scheduling instances on the same host as their volumes is key. This can be achieved by a new scheduler filter to put instances on hosts where their volume is located, for optimal I/O performance and lowest network latency.
