Improve booting of VM from Volume, created from Image

Openstack has ability to create a volume from an image [https://review.openstack.org/#/c/22072/4].
Now we can boot VM from volume, that was created from image.
It is performed in two steps: user calls Cinder to create a volume from image and then calls Nova to boot VM from that volume.
We suggest reducing these two steps to one step by calling Cinder to create a volume from Nova on booting VM.
This should allow to simplify booting VM from volume workflow.
