nova support multiple-boot-volume with boot order selection

This feature aims at providing the ability to change boot order of a instance
virtualized by qemu with multiple bootable volumes. End user can bind several
volumes to an instance and choose a different volume to boot the instance
when necessary. The changes take effect and reboot immediately if "reboot"
optional set to "true" or after hard rebooting manually.
