Implement quota for local storage usage

For clouds that use local storage (e.g. for speed and no SPOF) it is very inconvenient that there is no quota for local storage.
Especially for private clouds when there is no (direct) charge-back people tent to pick flavors with large disks without understanding the costs of it.

Implement a quota for the storage used "in the flavors" itself.
