Create a nova-bug-report cmd utility
The contributors need certain information from a bug report
to do a proper bug triage and/or to have criteria if patches for this bug
really solve the described issue. To provide this information in each bug
report, the reporter has to collect them manually, although OpenStack is
already aware of most of the information. The collecting of the information
is cumbersome and sometimes the reporter doesn't exactly know what
is needed, so it is often omitted in the reports.
The turnaround time of bugs could be decreased if the reporter has a
means to collect the debug information automatically.
The artifact of an execution of this means should then contain enough
information to attach it to a bug report.
