Add a notification service as bridge between nova scheduler and nova compute

Now, if nova scheduler want to get latest VM status update, it need to query DB to get this, but this is not real time. It is better that we add a new notification service act as bridge between nova scheduler and nova compute.

nova-compute->nova notification->nova-scheduler.
