Assign disk quota to non ephemeral storage by flavor

Flavor's quota instance resource was working when building an
instance from ephemeral storage, but it does not work at
non-ephemeral. If users want some instances had these feature on
non-ephemeral storage, them need to using cinder. And those attributes
will apply to all storages belongs to same type.

I don't think this is orchestration/proxy work that we want Nova to do when creating a volume during the boot from volume scenario. There is agreement, however, to allow passing a volume type when booting an instance for the BFV scenario and the volume type can have the QoS specs in it, see:
