Drop Support For Booting Multiple Instances

Currently nova allows the caller to specify "min_count" and "max_count" parameters in order to cause multiple instances to be booted in one call. Currently there is no good way for an end user to get information about how many instances were successfully booted, and if so which ones were booted as a result of that call. Since we now have orchestration outside of nova which does a better job of keeping track of that sort of thing, let's drop support for booting multiple instances from nova.
