Availability zones composed of availability-zones

In a typical openstack deployment, one might have multiple datacenters, say DC1, DC2 and DC3.
It would be nice to have these as availability zones, but one might not want all users to be able
see and choose these, but instead expose a standard "ALL-DCS" availability zone.
This proposal will need:
1) ability to show/hide (enable/disable) availabilty zones on a per project basis
2) ability to create nested availability zones
