Multiple Level User Quota Management

When deploying openstack in organizations which require multiple level user management, i.e governments, large companies or universities, a more flexible user management supporting multi-level organization is needed to support more flexible access control. A blueprint titled "multiple-level-user-management-via-project-nesting" is proposed to achieve this goal (Please refer to: https://blueprints.launchpad.net/keystone/+spec/multiple-level-user-management-via-project-nesting).

This blueprint is proposed in parallel to supply multi-level quota management. Thus flexible quota assignment can be achieved.

Nice proposal, we've been thinking about a very similar thing for a while now. One question: when you say "user quota management" does this imply usage tracking as well or is this just a quota store ?
