Support specify multiple force host when deploy instance

When deploy instance, admin can specify force host via availability-zone, but can only specify one force host.
nova filter scheduler support retry which means that if one host failed, then scheduler will try to find another host till find a valid host.
So it is better that nova support multiple force host, thus if one force host failed, nova scheduler can try to deploy the vm instance to other force hosts.
A possible solution would be enhance availability-zone to following format:
--availability-zone zone:force1,
