Support multiple floating ip ranges

When registering a range of IPs as floating IPs, allow specification of the eth device and name of the pool. This will allow multiple zones: internal, public, dmz, ... When associating the IP, nova-network will bridge into the device specified in the database (instead of a global flag) and when allocating users can optionally pass in the name of the pool they want to allocate from, otherwise it will be pulled from the default pool (specified via a flag)
