Enable multiple compute driver for nova

Currently, we can only configure one compute driver for a OpenStack cluster, but in a cloud environment, customer might using KVM, VMWare, baremetal etc in one environment.

It is better to enhance nova to support enabling multiple compute driver in one cluster.
