Added the failure check logic for mq failover

When MQ server is Active-Active mode, each Nova component's fanout queue exist each MQ server. When first MQ server is downed, then the fanout queues that exists in the first MQ server does not created in second MQ server.
So Added the check logic for existance of the fanout queue, and if the fanout queue does not exist, create it.
