Rationalize the Live-Migrate and Migrate APIs

Consider merging live-migration and migration.
It is useful to evacuate VMs from the current host, but it is also useful to evacuate VMs to a specific host.
I suspect most people want either of the above to a "live" migration if possible, but also have the option of a "non-live" migration if that is not possible.
Currently you can only do certain combinations of the above using migrate or live-migrate.
