Make the scheduler to adapt with baremetal scheduling

This assumes that baremetal images are supplied with a propery hypervisor_type=baremetal. glance image-update xxx --property hypervisor_type=baremetal Before scheduling, it will check whether the image has the property of 'baremetal'. If so, load the baremetal filters, else, load the default filters.
