Use live-migration to implement live-resize instance

Currently, user can use resize function to expand instance's vcpu, disk, ram, but it needs to reboot instance. My customers want to resize their instances without rebooting instances. So I think openstack could add live-resize function.
Cold-resize had been implemented by cold-migrate, I think we can add live-resize with live-migration's reuse.
