Add a parameter of availability zone for live-migration

I want to live-migrate all instances of one availability zone to another availability zone. I hope the scheduler would select hosts from the specified availability zone.
The CLI is like the command of "nova boot":
nova live-migration --block-migrate <server> [--availability-zone <availability-zone>]

The new API microversion with the --force host API should now work as suggested here.
