Live migrate local disk

Currently, user is not allowed to execute live-migration of
a booted from volume instance which have a local disk
(swap, ephemeral disk and config-drive) in non-shared storage environment.
This blueprint make it enable by copying local disk
from the source host to the destination host in pre_live_migration.
