libvirt: add viommu device to guest

Add vIOMMU device configurable to libvirt guest
This isn't that useful by itself since every device in the guest is
still in the same (virtual) IOMMU group.
To fix that, we will need to
generate a full PCIe topology for the guest and add multiple PCIe
bridges [1]. This is a start in the right direction though.
