libvirt: support vdpa based networking

This blueprint propose extending the libvirt driver to support vdpa based networking.
The vdpa bus is a new kernel virtual bus introduced to enable virtio datapath offloads to software and hardware accelerators
like dpdk or smart nics.
This blueprint tracks enabling kernel/hardware based offloads and will not enabled dpdk support.
