Resize does not work in libvirt/kvm. Also there seems to be some duplication of work between resize and migration. If this can be generalized into common code, that is preferrable.

Code implementation and unit testing is finished. Now the code is under the review.

Tested with multinode installation. nova resize, nova resize-confirm, nova resize-revert is working fine with ubuntu oneiric and devstack installation.
Note that, this implementation uses scp to copy vm images. So scp command and ssh key configuration are needed.
