Support userspace vhost in ovs vif bindings

Virtual switches that use Intel(R) DPDK offer userspace vhost mechanism to connect VM’s to the switch.
The existing ovs vif bindings in LibvirtGenericVIFDriver are not compatible with this mechanism.
We propose to add support for userspace vhost in libvirt ovs vif bindings.
This feature is needed to enable userspace vSwitches in NFV workloads.
