use os-vif to plug vhostuser interfaces for ovs
This blueprint covers delegation of vif pulling for vhostuser interfaces and ovs to os-vif.
In the newton cycle support was added to nova to plug linux bridge vifs and kernel ovs vifs via os-vif.
This change extends the usage of os-vif to also plug vhost-user interfces when using an ovs backend.
