Additional options for booting up nova instance with DPDK's network interface.
Nova doesn't support for use of detailed configuration for the devices. It is not also considered to use different versions of hypervisors customized for special networking devices. It is useful for deployer to manage VMs and such kinds of devices from Nova.
This spec proposes to control options for the VMs from nova boot.
