add maxphysaddr support for libvirt (caracal)

This blueprint is a continuation [1] of a previous blueprint [2] in the caracal dev cycle.

Starting with Libvirt v8.7.0, "maxphysaddr" option allows the user to specify physical address bits of vCPUs [3]. This blueprint adds an implementation to control this option via image property and/or flavor extra_specs.
