Rewrite the keystone export to work properly

There was code added to export users and projects from deprecated auth in nova-manage. Unfortunately it is missing an important piece. In deprecated auth user_id == user_name and project_id == project_name whereas this is not true in keystone. We therefore need to create a better export that will export into keystone directly and update the entities in the nova database with a proper ids from keystone
