Improve notification for keypair

Currently, no useful notification will be sent for keypair state change.
Nova notifies only key_name when creating/deleting keypair.
So it is impossible for users to search keypair by using external system like searchlight.

Improve notification for keypair
There is no code up for this yet and we're at non-priority feature freeze so this is going to be deferred for
the Newton release. You can re-propose a spec for Ocata if you plan to pursue this.
