Ironic: Instance switchover

This feature switches a bare metal node behind an instance to another bare metal node when the source bare metal node goes down. Now that a bare metal instance can be booted from a remote volume, another bare metal node can be booted from the same volume with keeping the data. This switchover will be triggered by one of Compute APIs such as migrate, resize or evacuate.
