Ironic: add support for instance RAID configuration

Users of Ironic virt driver want to be able to configure a RAID on boot of a new instance. As Ironic currently is an admin-only API, it should be possible to provide a RAID configuration via OpenStack Compute API to be used by Ironic (or, possibly in the future, some other) virt driver.
