IPMI platform health status as a factor in VMs scheduling process

VMs reliability and performance are directly associated with reliability and performance of underlying hardware infrastructure. Platform health status (voltage, fan, temperature, etc.) can be retrieved from Computes via IPMI and then exposed in upper layers. Hardware reliability and/or performance problems can be identified and scheduling adjusted to meet end-user expectations regarding VMs stability and performance.
