Some instance actions, such as Lock/Unlock instance are not being recorded as instance actions by nova. Hence, these actions are not visible in 'instance action logs' tab in Horizon. Since, the state of the instance does not change with the above actions, it would be a good option to check whether the instance is currently locked or not by checking the action logs in Horizon.
