Include swap in memory resource

Add possiblilty to include swap in memory resource.

When doing memory over allocation according swap configured on host, you have to caclulate correct ram_allocation_ratio for each host.
Alternatively you can set a common ram_allocation_ratio( 1) but let nova(libvirt) report memory = memory phy + swap total.
It may simplify integration and visiblity in large and heterogeneous deployment.
